I was a consultant to a number of charities, endowments, trusts and other 'permanent' pools of money that all had income requirements. We dealt with many unsophisticated investors who were like Joe Meyer...it's just amazing that these types of things take place at the state level. WY needs to let their consultant do their job, re-write the investment policy statement to allow for a total return or LIBOR + based investment goal.

I agree with the writer of this article that the Wyoming Treasurer is being short sited on the firing of Mr. Friess. I think it is rather ironic that the state lets go someone who is eminently qualified to manage the assets and as a resident has a vested interest in the corpus growing in favor of another out of state advisor who is currently entangled in legal issues for allegedly not managing client assets in the best interest of the client.

Perhaps Sen. Pedersen and the legislature should look into this matter more closely, correct the error and persuade Mr. Friess to continue to manage state assets and set new guidelines for the State Treasurer and Investment board to follow.
