The U.S. Supreme Court temporarily revived a controversial federal database that Wyoming and other states have uploaded their voter lists to, clearing the way for the Trump administration to use the information to verify voters’ citizenship ahead of November’s general election.
“I applaud and fully support the Supreme Court’s common sense decision upholding the use of the SAVE system,” Wyoming Secretary of State Chuck Gray said in a statement to WyoFile. “Voter list maintenance has always been a key priority for my administration.”
Known as SAVE, the Systemic Alien Verification for Entitlements database was created 40 years ago with the original purpose of allowing federal, state and local government agencies to verify the immigration status of noncitizens seeking public benefits.
However, in its pursuit of noncitizens on voter rolls, the Trump administration has overhauled the system. It’s done so by linking the database for the first time with Social Security Administration records and allowing state and local officials to cross-reference voter records and conduct bulk searches, some of which have mistakenly flagged U.S. citizens.
A legal dispute has since unfolded in federal court with the League of Women Voters and the Electronic Privacy Information Center challenging the changes to the SAVE system. The groups argue that outdated records in the now-expanded database risk disenfranchising eligible voters, particularly newly naturalized citizens.
Siding with the Trump administration Friday, the court’s majority wrote that a lower court order halting the modified database “inhibits the Federal Government’s efforts to assist state and local agencies in the proper administration of the midterm elections.”
What impact the decision may have on the midterm elections remains to be seen, partly on account of a federal law that largely prohibits states from removing voters from rolls within 90 days of a federal election.

For Wyoming’s part, Gray entered a memorandum of agreement in July 2025 with the federal government to upload the state’s voter lists to SAVE, according to public records.
“This will help to ensure that only citizens are on the voter registration list,” Gray said in a press release announcing the agreement.
Around that same time period, Gray complied with a request to give the driver’s license numbers and partial Social Security numbers of every registered Wyoming voter to the Department of Justice.
Gray declined WyoFile’s request for an interview Tuesday, agreeing instead to respond to written questions.
In his response, Gray pointed to a 2025 state law that, among other things, authorizes the secretary of state to utilize SAVE to verify that voters listed in the Wyoming voter registration system are U.S. citizens.
“As called for in Wyoming law, our office utilized the SAVE system to refer potential non-citizens to both county and federal law enforcement,” Gray wrote. “We have also used the SAVE system to refer potential non-citizens to county clerks.”
County clerks manage elections on the local level.
Moving forward, Gray said his office will continue to work with the Wyoming Attorney General’s Office “to ensure the law is followed.”
Gray did not address a question asking how many voters have been flagged using the SAVE system since the 2024 election and how many were removed from Wyoming’s voter rolls.
Previous statements from his office suggest at least four voters were flagged using SAVE. In a November press release, Gray announced three voters had been removed from the state’s voter rolls after they were flagged using the SAVE system. An additional voter was flagged in Johnson County in March, according to a press release.

Ugh, we need to make sure he doesn’t win his election. Vote Blue!
The Supreme Court decision does not ratify Gray’s decision to send Wyoming voter data to the feds. What it does is allows the state to ask the feds for their data to cross-check against that belonging to the state. The decision simply places a stay on a district court order prohibiting the states from using the federal data. It by no means allows the state to share voter information contrary to state law.
Just say no to the traitor chucky!
Still in the Stone Age I see.
Wow! 3 or 4 people may, underline may, have registered to vote in Wyoming contrary to laws that already existed without “save”. Must make chicken little chuckie feel so vindicated! It matters not if you vote red or blue people like this are a danger to our democratic freedoms. How could anyone, in good conscience, believe he represents Wyoming?
And look how much $ they saved the state by banning those scofflaws??
Yeeeaaah.. DHS definitely used SAVE to get those nevada lists that were just revised down to 0 after they got caught lying about the 200 some odd people they wrongly identified. Lmao.
Sucks that we have to worry about this buffoon thinking thats a good thing, but at least the incompetence angle works in our favor.
When Mr. Gray and others complain about the huge numbers of non-citizens and other ineligible-to-vote people there are on our rolls, how come numbers are never provided along with the complaint? DATA PLEASE!!! Oh, maybe there isn’t any credible information?
Wow! Little Chucky Cheesestix stopped an admitted maximum of 8 non-citizens from voting, I’m assuming in this election, in exchange for compromising the privacy of every registered voter in the state. Yup Chucky, those 8 votes could surely swing an election to over to them damn, woke Dumbokrats. Good trade buddy. I can hardly wait until you slither off to D.C. so we can finally have you out of our hair, ‘sides, it should be quite amusing watching you get your lunch eaten by the big dogs. Mebbe we all ought to arrange a proper send-off for Chucky, like maybe a clown car parade?
Go back to CA, you are a brought $$$ vote looking for a cushy retirement just like Barrasso (not from here either) and Clown rodeo IT…
This has been this administration’s playbook, erode constitutional rights through fear. One of the biggest boogie men they have at their disposal is the immigrant. The mob mentality and xenophobia go hand in hand. Under the Constitution, States have no legal standing to develop or enforce immigration policy, so that leaves the question in many state leaders minds, “What can we do?”. Unfortunately, the answer that many arrived at is to give up constitutional rights, in this case, guaranteed under the 9th amendment, state’s rights. Once a right is handed over, it is rarely given back due to the precedent it set and subtle judicial manipulation. Wyoming, in this case, is now part of the propaganda machine to continue the rights erosion strategy in the next state.
Mr. Gray wants to take away our state’s constitutional power to run our own elections. Do Wyoming citizens want to give up that constitutional mandated power? I think not. I trust our local election offices . Even though he is our chief elections official, Mr Gray does not? I hope voters remember he was , and is , a Freedom Caucus supporter. He’s not interested in Wyoming, but moving on to Washington DC.
Let’s all hope and pray that the voters of Wyoming have “enlightened” themselves to Gray’s self serving, cowardly pandering to Trump and he’ll not make it to Washington in January Darla. It ain’t over until it’s over…
Always looking for a problem that doesn’t exist. Chuck Gray must go.
Child’s Play Chucky sold us down the river and then what do we do? Elect this cali carpet bagger to DC. that’s on us
If you support Donald Trump and Chuck Gray , you deserve what you got : tyranny.
Why was the concern about voter fraud statistically closer to zero before either of these neofascists showed up ? Billions of votes cast in all fifty states for decades, and the sum total of known ballot fraudsters is measured in a few dozens at best. I’ve seen a figure of 0.0000027 percent, calculated by a conservative think tank. The real frauds are Trump and Gray.
Dewey, did you enjoy the 4 years of Covid tyranny under Biden? My guess would be yes.
“Democracy” in America today is essentially 49+/- % of the country dictating over the other 49+/-%.
The “winners” of the elections fully support the tyranny of the majority over the opposition
